Wallet recommendation and buying btc

Sorry if this is noob question, but hypothetically if I had a friend who wanted to purchase some stuff on the web using btc,but wanted to stay generally anonymous,

is there a wallet he can use that doesn’t require id verification, and

Can he buy the btc to fill that wallet using a pre paid visa so it doesn’t need to be linked to a bank account?
