Personally I've never seen a scammer return all the money he stole to the rightful owner.
Here's what happened. Scammers have set up a fake ledger website and unaware victims downloaded a Ledger Live software that is infected with malware.
Many in the XRP community fell for the scam and lost significant amounts. Here's a tweet that indicates what happened:

Then the scammer suddenly sends 50 XRP back to a new wallet that the victim created:

And then he sends the whole amount (75,000 XRP) he stole back!

It seems that the scammer had a soft spot after all and when the XRP community started sending him heartfelt messages embedded through the blockchain, he cracked.
