Risk of suspension

Whats up, i’m planning on promoting an previous iphone that i used binance on before, that account was then used on a new telephone but received suspended by Binance. My question is, if i promote the previous iphone, will binance detect that a suspended binance account was used on it before and HWID ban new accounts opened on it, if the brand new proprietor determine to use their account?
