Incoming ETH send has been pending for over 24 hours. Is it because the gas fee was too low?

I've never had this issue but I was supposed to receive ethereum yesterday but on Etherscan it says " There is a Pending txn with a lower account nonce. This txn can only be executed after confirmation of the earlier Txn Hash#". It says the gas price for the transaction is 3.6 gwei. Is this gas price too low for it to be sent through? And if so is there anything I can do? Thanks
