As a feeRecipient of a block, can I spend the fees received from a block in that same block?

Let say I am a ethereum validator and I propose a block. As the fee recipient of the block I am going to receive the gas payed by the txns in my block (only the priority fee I know). Does my balance increase on a per transaction basis or on a per block? What I mean is let say transaction 0 of the block pays me 1 ETH in priorityFee, can I spend that 1 ETH in transaction 1 of that same block?
